Any mailbox that has a signature applied. Shared mailboxes, resource mailboxes and service accounts are free as long as they sit under an assignment rule you choose; only licensed people count.
Starter has a 10-user minimum so the maths works for us. Business and Enterprise have no minimum, but Enterprise pricing is designed for 500+ seats.

Yes. Both tenants sit under one account and one bill. Users are counted once per person, even if they have a mailbox in both during a migration.
No. Banners are on every plan. Click analytics is included in Business and Enterprise. There are no per-campaign or per-banner fees.
Monthly plans are billed on the seat count at the start of each month. Annual plans are true-up: add seats any time at the pro-rated annual rate, and reductions apply at renewal.
Card in AUD by default. Annual Business and all Enterprise plans can be invoiced with 30-day terms in AUD, NZD or USD. GST applies to Australian customers.
